These fees are to be paid when application is made for the consideration of the design.
Survey of a ship alleged to be unseaworthy.
13.-(a) When, owing to a complaint of the crew of a ship, a survey is made by direction of a Court, the fee is to be in accordance with the following scales :-
Tons (Gross).
Survey by Government Surveyor.
(Scale A.)
Survey by per- son appointed by the Govt. of the Court. (Scale B.)

The fees prescribed in these scales do not cover any other services whatever.
(b) When a ship is finally detained, or when it appears that a ship provisionally detained was at the time an unsafe ship, the fee for survey by a Government Surveyor is to be as follows:
(i) If the detention is on account of overloading, improper loading, insufficient ventilation of coal cargoes, undermanning, or defective equipments such as charts or chronometers the fee is to be the same as that prescribed in Scale A.
(i) If the detention is on account of defective hull or machinery the fee is to
be the same as that prescribed in Scale B.
Survey prior to re-registry of a ship whose Registry
has been closed on account of wreck, etc.
14.-(a) The fee for the survey and certificate is the same as that prescribed in Regulation 13, Scale B.
(b) In the case of hulk, lighter or sailing ship which does not proceed to sea the fee is $20.
(c) This fee covers the inspection of crew spaces and lights and sound signals, but not the measurement for tonnage. Except in the case of a hulk or lighter, the fee also covers the survey for load-line if held at the same time as the survey for seaworthiness. and provided that, if the fee for survey for load-line is the greater, the balance is paid.
Survey Prior to Change of Name.
15.-(a) When a Surveyor is directed to survey a ship for seaworthiness with a view to the change of her name the fee is to be the same as that prescribed in Section 12 Scale B. If however the ship is employed solely as a steam tug the survey of the boilers only will be required and the fee will be one-half that prescribed in Regulation. 17 (b).
