9. Warping Gear.--All vessels should be fitted with a powerful steam capstan on the fore deck for warping purposes.

A pair of fairlead rollers or strong metal sheaved blocks should be fitted abaft the bluff on either bow for fairleading the wire warping rope to the capstan.

The fore deck in the wake of the capstan and leads should be clear of obstructions.

10. Hull. The hull should be built of mild steel throughout.

11. Decks.--Main decks should be of steel to give additional structural strength.

12. The following details should exceed in scantling that required for ordinary river steamers :-

(a.) Bilge plating.

(b.) Stern tubes and brackets and the hull in wake of them.

(c.) Shafts and shaft bearings and fittings.

(d.) Propellers: these should be of bronze or brass.

(e) Rudders and rudder posts and frames.

(f.) Steering gear.

13. The shafts should be cased in to the after bracket and provision made for preventing sand entering the casing and for efficient lubrication.

14. Water-tube Boilers.---Vessels fitted with water-tube boilers should have efficient evaporators and/or filters for supplying clean feed water.

15. Auxiliary Engines.-Circulating, feed, and air pumps should be worked by independent auxiliary engines.

16. Bunker Doors.---Coal bunkers should be watertight spaces, and all doors and apertures thereto should be watertight.

17. Capstan and Windlass.—In smaller vessels the steam capstan may be fitted with a gipsy for anchor work. In larger ones a windlass is required in addition to the capstan.

18. Fend-off Spar Fittings.-A clear space of 10 to 20 feet on the fore and after parts of the main deck is necessary for working the fend-off spars in and out board when mooring in places where there is no anchorage.

The railing on either side in the wake of the spar spaces should be made portable, or, in case of bulwarks, gangway doors should be fitted.

Ring-bolts should also be fitted on either side of the deck for the spar tackles.

Two spare fend-off spars should be provided.

19. Boats.-Sampans of the Ichang type should be carried in place of ordinary ships' boats; two on small vessels and four on large.

20. Outfit.--The following special gear should be carried:-

(a.) Two flexible steel wire ropes, each 120 fathoms long, fitted on brake wheels. These should be from 13 to 24 inches in circumference, according to the size of the vessel.

(b.) A collision mat.

(c.) Material for temporary repairs to hull, i.c., a steel plate, some angle irons,

bolts and nuts, and tools.

(d.) Two kedges with 120 fathoms of wire rope on each, for stern moorings.
