INTITULED
An Ordinance to amend the Merchant Shipping
Ordinances, 1899-1913.
Be it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows:-
1. This Ordinance may be cited as the Merchant Shipping Amendment Ordinance, 1917, and shall be read and construed as one with the Merchant Shipping Ordinance, 1899, hereinafter called the principal Ordi- nance, and with the Merchant Shipping Ordinance, 1913, and the said Ordinances and this Ordinance may be cited together as the Merchant Shipping Ordinances, 1899 to 1917.

Regulations.
(a) a certificated master;
(b) three pilots holding licences under the Pilots
Ordinance, 1904;
(e) a certificated engineer; and
(d) an engineer (i) holding a certificate of com- petency issued by the Harbour Master under Table E and (ii) approved by the Harbour Master for engagement as a second engineer on board such steamships as are referred to in this section:
Provided that if the steamship is of less than 100 nominal horse power a second engineer shall not be required.
(2.) This section shall continue in force during the continuance of the present war and thereafter until such time as may be appointed by order of the Governor in Council.
3. Section 37 of the principal Ordinance is repealed and the following section is substituted therefor :-
LAUNCHES AND MOTOR BOATS.
37.-(1.) In this section:-
"Launch" means any steamship not exceed-
ing sixty tons.
'Owner" includes charterer and agent.
(2.) It shall be lawful for the Governor in Council to make regulations for the following purposes :-
(a) the licensing, regulation and control of launches and motor boats, and of the owners, masters and engineers of laun- ches and motor boats;
(b) the payment of fees in respect of licences, permits, clearances, certificates, surveys,
