DESPATCHES FROM THE SECRETARY OF STATE.
No. 772.
CIRCULAR. 9
DOWNING STREET,
1st March, 1906,
SIR, I have the honour to enclose three copies of a pamphlet* on the "Prevention of Yellow Fever which has been prepared at my request by Professor RUBERT BOYCE, M.B., F.R.S., Professor of Pathology in the University of Liverpool, in the light of recent expe- rience gained at New Orleans and in British Honduras.
2. I am anxious that this pamphlet should be circulated as widely as possible in the Colony under your Government, and I shall be glad if you will inform me how many copies will be required for the purpose.
The Officer Administering the Government of

MINUTE OF THE PRINCIPAL CIVIL MEDICAL OFFICER
ON YELLOW FEVER.
Yellow Fever has not hitherto been met with in this Colony,
The climatic conditions are favourable.
The Stegomyia jusciata has not been found here but the Stegomyia scatellaris, which is merely a variety of the same species, is wide spread throughout the Colony. Arguing from the analogy of Malaria, which may be conveyed by any variety of Anopheles, we may assume that if Yellow Fever was introduced here it would spread readily.
The auti-malarial measures which are now being taken by the Government tend also to reduce the number of mosquitoes generally (including the Stegomyia) and so reduce the liability of the spread of Yellow Fever, should it be introduced.
I believe we have at present no line of steamers trading direct to Yellow Fever infected ports.
As Sir PATRICK MANSON has pointed out, the opening of the Panama Canal will almost certainly lead to the introduction of the infection of Yellow Fever into Asia, and it behoves us therefore to keep down the number of mosquitoes as much as possible, so that when this great work is completed we shall not be caught unawares.
FRANCIS W. CLARK, Principal Civil Medical Officer.
