REPORT OF THE FINANCE COMMITTEE. The Colonial Secretary laid on the table the Report of the Finance Committee (No. 12), dated the 11th October, 1917, and moved its adoption.
The Colonial Treasurer seconded.

RETIREMENT OF MR. WEI YUK.-His Excellency the Governor addressed the Council in connection with the retirement of Mr. WEI YUK from the Council.
Mr. POLLOCK also addressed the Council.
Mr. WEI YUK replied and retired.
NEW MEMBER. Mr. Ho Fook took the Oath and assumed his seat as a Member of the Council,
APPROPRIATION BILL.--The Colonial Secretary moved the Second reading of the Bill intituled An Ordinance to apply a sum not exceeding Eight million three hundred and sixty-eight thousand nine hundred and ten Dollars to the Public Service of the year 1918.
The Colonial Treasurer seconded.
Mr. POLLOCK, the Director of Public Works, and His Excellency the Governor addressed the Council.
Question put and agreed to.
Bill read a second time.

On Council resuming, the Colonial Secretary reported that the Bill had passed through Committee without amendment and moved that it be read a third time.
