Rules made by the Governor in Council under Section 44 (1) of the Asiatic Emigration Ordinance, 1915, Ordinance No. 30 of 1915, and Section 3 of the Boarding House Ordi- nance, 1917, Ordinance No. 23 of 1917, this 18th day of October, 1917.

1. These rules shall apply to the following classes of boarding houses :

I.-Chinese Hotels (Tsau Tim)

Class

Class II- First Class Hak U

Class I-Second Class Hak U

Class IV.-San Hak Chan (“Third Class ")

Class V.—Ko Li Kan

Class VI.-Ku Kung Ngoi U

Class VIL-Hang Shun Kun

2. No person shall keep a boarding house of any of the classes specified in Rule 1 unless he shall have previously taken out the appropriate licence under these rules.

3. Before the issue of a boarding house licence every applicant shall enter into a bond with two sufficient sureties approved by the Secretary for Chinese Affairs in the Form No. 1 in the First Schedule hereto and for the amount specified against the class in the Second Schedule hereto and shall pay the fees prescribed in such schedule.

4. Boarding house licences shall be issued by the Secretary for Chinese Affairs accord- ing to the class to which such boarding house is intended to belong as stated in Rule 1.

5. Only boarding houses in Class IV (San Hak Chan) shall be deemed to be licensed for the purposes of Sections 42 to 46 of the Asiatic Emigration Ordinance, 1915.

6. Every boarding house licence shall state the number of floors in each boarding house and, except in the case of a boarding house in Class I, the number of persous for whom accommodation may be provided on each floor.

7. In the case of boarding houses in Classes I, II, III, and IV, all notice boards, lamps and all other advertisements relating to such boarding houses shall bear the name of the house and its designation according to its class clearly written or printed in Chinese characters and nothing else. All runners must bear in a conspicuous position badges with the names and designations of their houses clearly inscribed thereon in English and Chinese. Such badges shall be of such pattern and description as the Secretary for Chinese Affairs shall approve. No person except a licensee holding an appropriate licence for a boarding house shall use any of the names or designations mentioned in Rule 1.

8. If the holder of a Chinese hotel licence under the Boarding House Ordinance, 1917, is at the same time the holder of a Chinese restaurant licence under the Liquors Consolidation Ordinance, 1911, the Chinese hotel licence fee prescribed by these rules shall be reduced by the amount of such portion of the Chinese restaurant licence fee as is referable to the period during which the two licences are held simultaneously, and if the licensee has paid the full Chinese hotel licence fee for that period the amount by which such licence fee is reduced shall be refunded to him.

9. The licensee of a First Class Hak U (Z) shall be entitled to make a maximum charge of $1.75 per guest per day for board and lodging.

10. The licensee of a Second Class Hak U() shall be entitled to make a maximum charge of $1.25 per guest per day for board and lodging.
