4. Having regard to the fact that the German Bank property has already been advertised for the prescribed period of three months, will it be considered necessary to advertise it again for any period longer than a few days?

The Colonial Secretary replied.

MOTION.Mr. HOLYOAK, pursuant to notice, addressed the Council and moved the following resolution:-

It is the opinion of this Council that it is in the best interest of the Colony of Hongkong that persons of German nationality should be excluded therefrom for a period of at least 10 years following the declaration of peace; and that, subsequently, they be only admitted into the Colony under strict licence.

Mr. ANTON addressed the Council and seconded.

Mr. POLLOCK, Mr. LAU CHU-PAK, Mr. WEI YUK, the Attorney General, His Excellency the General Officer Commanding, and His Excellency the Governor also addressed the Council.

Mr. HOLYOK replied.

On the motion being put to the vote it was declared lost nine members voting against and four-Mr. HOLYOAK, Mr. POLLOCK, Mr. ANTON, and Mr. SHELLIM-for the motion.

ADJOURNMENT.-The Council then adjourned sine die.

APPOINTMENTS, &c.

No. 236.-His Excellency the Governor has been pleased to appoint Dr. WILFRID WILLIAM PEARSE to act as Colonial Veterinary Surgeon in addition to his other duties, during the absence of Mr. ADAM GIBSON or until further notice, with effect from the 18th May, 1917.

No. 237. His Excellency the Governor has been pleased to recognise, provisionally and pending the receipt of instructions from His Majesty's Government, Monsieur Luts ALVAREZ CALDERON ASTETE as Consul for Peru in Hongkong.

No. 238. It is hereby notified that, in consequence of the re-organization of the Hongkong Volunteer Corps, His Excellency the Governor has accepted with regret the resignation of Lieutenant-Colonel ARTHUR CHAPMAN, V.D., from the Command of the Corps, with effect from the 23rd May, 1917.
