The Minutes of the last Meeting, held on the 29th March, 1917, were confirmed.
FINANCIAL MINUTE. The Colonial Secretary laid on the table Financial Minute No. 11, and moved that it be referred to the Finance Committee:

REPORT OF THE FINANCE COMMITTEE. The Colonial Secretary laid on the table the Report of the Finance Committee (No. 3), dated the 29th March, 1917, and moved its adoption.

MOTION.---Mr. HOLYOAK gave notice that he will move the following resolution at the next meeting of the Council:-
It is the opinion of this Council that it is in the best interest of the Colony of Hongkong that persons of German nationality should be cxcluded therefrom for a period of at least 10 years following the declaration of peace; and that, subsequently, they be only admitted. into the Colony under strict licence.
QUESTIONS.--Mr. HOLYOAK gave notice that he will put the following questions at the next meeting of the Council
1. Will the Government state whether the attention of the Secretary of State for the Colonies is especially drawn on all occasions to motions made by unofficial members which have been defeated by the use of the Official majority against the unanimous vote of unofficial members of Council ?
