(1) That the engineer of the vessel possesses a certificate of qualification recognised by the Board of Trade, or a certificate of competency from the Harbour Master.
In the case of motor boats the following shall be substituted for (j), (k) and (1):--
(m) That the machinery of the vessel is sufficient for the service intended and is in good condition.
(n) The time for which such machinery will be sufficient.
(o) That the engineer of the vessel possesses a certificate of competency as "Motor Engineer" from the Harbour Master or such other certificate as may be recognised by him.
4. A fee of $15 shall be paid for each certificate.

5. (b) The above scale is for twelve months.
