The Council met pursuant to summons.
The Minutes of the last Meeting, held on the 31st October, 1916, were confirmed.
NEW MEMBER.-—Mr. ANTON took the oath and assumed his seat as a Member of the Council.
PAPERS.-The Colonial Secretary laid on the table the following paper :-
Return of Excesses on Sub-Heads met by Savings under Heads of Expenditure,
for the 3rd Quarter, 1916.
PETITION.Mr. HOLYOAK addressed the Council and laid on the table a Petition in connection with the joining up of Nathan and Coronation Roads, Kowloon.
FINANCIAL MINUTES.-The Colonial Secretary laid on the table Financial Minutes Nos. 39 to 59, and moved that they be referred to the Finance Committee :-
