PUBLIC WORKS DEPARTMENT.

No. S. 19. The following description and terms of the proposed leases of certain Crown Land at Kowloon Bay, New Kowloon, comprising portions of the foreshore and sea bed, are published under the provisions of The Foreshores and Sea Bed Ordinance,

1901.

DESCRIPTION OF THE LOTS PROPOSED TO BE LEASED.

As shewn on plan signed by the Director of Public Works which can be seen at the Office of the Public Works Department.

TERMS OF PROPOSED LEASES.

1. In consideration of payment of the agreed premium and upon completion of the eclamation of the area and other works stated in the conditions of letting to the satisfac- tion of the Director of Public Works, it is proposed to grant Crown Leases of the whole of the areas tinted red on the said plan and having an approximate area of 132:07 acres for the term of 75 years commencing from 1st July, 1898, renewable for a further term of 24 years less 3 days at re-assessed rentals, together with a further area of about 92'6 acres for the purpose of forming roads.

2. The leases will be subject to and contain all Exceptions, Reservations, Covenants, Clauses, and Conditions usually inserted in the Crown Leases of Inland Lots in the New Territories of Hongkong; the leases will also specify the purposes for which the lands are leased (ie., whether for the purpose of reclamation, building dwelling houses, facto- ries, or godowns for the storing of coal or other goods, or whether for any other purpose) and shall contain provisoes that in the event of the lessees, their executors, administra- tors and assigns, or successors and assigns (as the case may be) failing, at any time during the continuance of the term of the said leases, to use the demised lands for the purpose so specified as aforesaid, without the previous licence or consent of His Majesty, His Heirs, Successors or Assigns, signified in writing by the Governor, then it shall be lawful for His Majesty, flis Heirs, Successors or Assigns, by the Governor or by any Officer authorized by him in writing, to re-enter on the lands, foreshore, and sea bed included in and demised by such leases or any portion thereof in the name of the whole, and thereupon the same shall be forfeited to and vest in the Crown; the leases will also contain in particular a reservation to the Crown of all mines and minerals under the demised lands. The leases will also contain provisoes that the lessees are to have the option of renewing the leases for a further term of 24 years less 3 days at a Crown Rent to be fixed by the Surveyor of His Majesty the King.

No. S. 20. Notice is hereby given under Section 3 of The Foreshores and Sea Bed Ordinance, 1901, that all persons having any objections to the granting of the leases as above described must send in particulars of their objections in writing to the Colonial Secretary before the expiration of a period of one month from the 21st day of January, 1916, and all such objections will be considered by the Governor-in-Council.

And notice is also given that if after the expiration of such period of one month the Governor-in-Council shall declare it to be expedient to grant leases of the said lots, such lots will be leased, and the Crown Leases of such lots shall be deemed to demise to the lessees the foreshore or sea bed included in such leases free and discharged from all rights, privileges, profits-à-prendre, and easements, whether public or private, which may have existed or may be claimed in or over such foreshore and sea bed, so far as is necessary for carrying out the purposes for which the lands are leased.
