Regulations with respect to the despatch, receipt, and delivery of Chinese correspondence by Postal Hongs, made by the Governor in Council, this 3rd day of May, 1906, under the authority of The Post Office
Ordinance, 1900, (Ordinance No. 6
of 1900). Sections 9 and 11.
1. These Regulations may be cited as the Postal Hong Regulations, 1906.
2. The Regulations dated 26th April, 1902, with respect to the despatch, receipt, and delivery by Postal Hongs of Chinese correspondence shall cease to be in force after the 30th day of April in the present year.
3. No Hong shall despatch, receive, or deliver correspondence unless under licence from the Postmaster General with the approval of the Governor.
4. The Postmaster General shall keep a Register of Hongs licensed to despatch, receive, and deliver correspondence.
5. Every licence issued by the Postmaster General shall bear date as of the 1st day of May in the year in which it is issued, and shall expire on the 30th day of April of the succeeding year: Provided that the Governor may at any time and at his absolute discretion revoke any such licence.
6. Every Hong shall on applying for a licence under these Regulations furnish the Post- master General with particulars containing the Hong name, the names of the persons constituting the Hong, the address of the office or other place where business as a Postal Hong is to be carried on, the number of the persons to be employed in the despatch, receipt, and delivery of correspondence and whether as carriers or how otherwise.
7. Badges to be obtained from the Postmaster General by each licensed Hong shall be worn on the right arm by each carrier employed by such Hong while engaged in the delivery of correspondence.
8. The rate of postage to be charged on each Hong letter-packet, or bag, addressed to Canton shall be four cents for each half ounce or fraction thereof.
