Objects and Reasons.
The object of this bill is to give the Governor-in- Council power to make from time to time such provisious as may be necessary for regulating and restricting importa- tion into the Colony and exportation from the Colony.
The powers conferred may seem wide but they appear to be justified by three considerations. One is that the measure is a war measure. The second is that the ingenuity of persons who attempt to evade the law must be met from time to time by fresh measures introduced with the least possible delay. The third is that a quick and elastic form of legislation is desirable in the interests of legitimate trade.
