5. Section 3 of the Seditious Publications Ordinance, 1914, is amended by the repeal of all the words in the said section following the word "found" in the fifth line thereof.

Objects and Reasons.

The object of this Bill is to make it an offence knowingly to be in possession of seditious newspapers books or other documents, and to give power to issue warrants to search for such newspapers books and other documents.

As the Bill provides for a general power of issuing war- rants to search for seditious publications it proposes to repeal the particular power given by the latter portion of section 3 of the Seditions Publications Ordinance, 1914.

INTITULED

An Ordinance to authorise the publication of an edition of the regulations rules and by- laws in force in the Colony on the 31st December, 1914.

Be it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows:-

1. This Ordinance may be cited as the Regulations Ordinance, 1915.

"

2. In this Ordinance "Regulations' means all regula- tions rules and by-laws made in pursuance of powers conferred by any Ordinance, or enacted by any Ordinance in or as part of any schedule to any such Ordinance, but does not include any such regulations made under the Pharmacy Ordinance, 1908, or under the Railways Ordi- nance, 1909.

3. Nothing in this Ordinance shall affect the operation of

(a.) Any proclamation by His Majesty ;

(b.) Any order of His Majesty in Council;

(c.) Any proclamation by the Governor ;

(d.) Any resolution of the Legislative Council;

(e.) Any statute of the University of Hongkong.

4.-(1.) Paul Mary Hodgson, Esquire, hereinafter called the Editor, is hereby authorised to prepare an edition of the regulations in force in the Colony on the 31st day of December, 1914.

(2.) Such edition shall be called "The Regulations of Hongkong, 1914 ”.

(3.) Each copy of the said edition shall before it is issued be impressed on the title page thereof with the seal of the Colony, by general order of the Governor on that behalf, and any such copy so impressed with the seal of the Colony shall for all purposes be deemed to be an authentic copy of the said edition.

5.-(1.) From and after such date as may be appointed by order of the Governor-in-Council the said edition shall for all purposes be deemed to contain all the regulations in force in the Colony ou the 31st December, 1914.

(2.) From and after the said date any regulations in force in the Colony on the 31st December, 1914, which are not contained in the said edition, shall be deemed to be repealed.
