Registrar.

No. S. 48. The following Bills were read a first time at a Meeting of the Council held on the 26th February, 1915:-

A BILL

Short title.

Definition:

Fee to be payable in respect of private bill.

INTITULED

An Ordinance to provide for the payment of fees

in respect of Private Bills.

BE it enacted by the Governor of Hongkong, with the advice and consent of the Legislative Council thereof, as follows:-

1. This Ordinance may be cited as the Private Bills Ordinance, 1915.

2. In this Ordinance :----

"Private Bill" means any bill by which individual rights or interests of property may be peculiarly affected or the primary object of which is to promote the interests of individual persons or corporations rather than those of the com- munity at large.

3. The promoters of every private bill shall pay to the Colonial Treasurer in respect of such bill for the use of the general revenue of the Colony the fee of five hundred dollars within seven days after the passing of such bill.

Objects and Reasons.

The object of this Bill is to impose a fee to be paid in respect of private bills. Numerous fees are payable in respect of such bills in the United Kingdom and the total amount of the fees payable even in the simplest case con- siderably exceeds the fee which this Bill proposes to impose.

J. H. KEMP,

Attorney General.
