SIR, With reference to my Predecessor's Circular despatch of the 24th November last, I have the honour to inform you that the Senate of the University of London have recently had under consideration the question of the conditions under which their practical examinations may be sanctioned at Colonial Centres, and I transmit herewith* for your information extracts from a letter written by the Principal of the University in connection
