his certificate unless ho is satisfied, that none of the omigrants or other passengers or crew appear, by reason of any bodily or mental disease, unfit to proceed or likely to endanger the health or safety of other persons about to proceed in such ship.

29. 31.-(1.) 32. Any person wishing to obtain a licence to act as Mode of a passage broker shall make application for the same to the obtaining Secretary for Chinese Affairs who is hereby authorized, if passage he thinks fit, to grant such licence, according to the form licence, and in the 8th Schedule to this Ordinance: Provided always forfeiture that no such licence shall ho granted unless such bond as is thereof.

offence committed by such broker against this Ordinance is hereby authorized to order the offender's licendo to be forfeited, and the same shall thereupon be forfeited accordingly and the said Magistrate making such order shall forthwith cause notice of such forfeiture, in the form in the 9th Schedule to this. Ordinance, to be transmitted 9th Schedule. to the Secretary for Chinese Affairs, and such forfeiture shall be exclusive and independent of any other punishment which may be inflicted upon such offender under the provisions of this Ordinance.
