Order.

In exercise of the powers conferred on him by regulation 37 of the Defence Regulations, 1940, His Excellency the Governor makes the following order-

1. During the hours of darkness from sunset on 22nd October, 1941, until sunrise on 23rd October, 1941, the harbour will be closed to the ingress and egress of shipping and no movements of shipping or other craft will be permitted, except that a restricted ferry service may be maintained by the Star Ferry Company, Limited, and the Hong Kong and Yaumati Ferry Company, Limited, between Hong Kong and Kowloon.

2. Except during the period between the sounding of an air raid warning and the sounding of the RAIDERS PASSED signal, ferry vessels so employed will carry and show the prescribed navigation lights but with their visibility reduced to the satisfaction of the Harbour Master.

In exercise of the powers conferred on him by regula- tions 37, 44 and 64 of the Defence Regulations, 1940, His Excellency the Governor hereby amends the Blackout Order, 1940, published as Government Notification 920 in the Gazette of 16th August, 1940, by the substitution of the following for paragraph 22 thereof-

22. The Governor may at any time and from time to time declare an occasion to exist in any district or districts which-

(1) being an occasion of emergency or public danger, or (2) for the purpose of experiment or practice for an occasion of emergency or public danger,

necessitates the coming into force of this order and there- upon, and on the publication of any such declaration in such manner and for such period as may be specified in the declaration, and as long as the declaration subsists, this order shall be in force in the district or districts to which it is or may be applied. Any such declaration may specify that this order shall come into force at any time on the giving of a signal—visual, aural or otherwise prescribed in the declara-
