(3) If the provisions of any such order are contravened in the case of any vessel, the owner of that vessel. or, if some other person is in charge of the vessel, that other person, shall be guilty of an offence against this regulation.
(4) Any person acting on behalf of the Governor may in relation to any vessel take such steps and use such force as may appear to that person to be reasonably necessary for securing compliance with any order under this regulation relating to the vessel, or. where an offence against this regula- tion has occurred in the case of the vessel, for enabling proceedings in re- spect of the offence to be effectually taken.
(2) Regulation 66A, as enacted by Government Notification 759 published in the Gazette of 20th June, 1941, and amended by Govern- ment Notification 1002 of 22nd August, 1941, is further amended by the substitution of the following for the second proviso to paragraph (1)–
Provided also that the Medical Board shall by rules impose such conditions or restrictions on
or in connexion with the practice of tem- porary practitioners registered under this regulation as the Board may consider necessary to ensure that such practice is confined to practice in the service of His Majesty or the Government of this Colony or in an institution approved by the Board and that the professional services of such practitioners shall not be avail- able to private patients.
The regulations published in the Gazette of 13th June, 1941, as Government Notification 724 and amended by Government Notification 1134 of 19th September, 1941, are further amended by the substitution of the follow- ing for regulation 4-
4.-(1) Hong Kong winter time shall commence at 3.00 a.m. standard time (4.00 a.m. Hong Kong summer time) on 1st October.
(2) Hong Kong summer time shall commence at 3.30 a.m. standard time (4.00 a.m. Hong Kong winter time) on 1st April.

1941.
July, 1941, as Government Notification 804 are amended by the addition to the schedule of-
Public Works Corps.
