3. His Excellency the General Officer Commanding the Troops, (Major-General CHRISTOPHER MICHAEL MALTBY, M.C.), and the Honourable Mr. EDGAR DAVIDSON took the Oath of Allegiance and assumed their seats as Members of the Council.
ANNOUNCEMENT.
4. His Excellency the Governor addressed in Council paying high tribute to the services rendered to the Colony by Major-General ARTHUR EDWARD GRASETT and welcomed his successor Major-General CHRISTOPHER MICHAEL MALTBY. The Honourable Mr. JOHN JOHNSTONE PATERSON and the Honourable Mr. Lo MAN-KAM, C.B. E., addressed the Council endorsing His Excellency's remarks.

Amendment made by the Urban Council under section 5 of the Public Health (Food) Ordinance, 1935, Ordinance No. 13 of 1935, on 3rd June, 1941, and approved by the Legislative Council on 3rd July, 1941, to the by-laws under the heading "Markets" and sub-heading Market-Stalls tained in the Schedule to that Ordinance. The Civil Defence Corps Regulations, 1941, made by the Emergency Powers (Defence) Acts, 1939 and 1940, as applied to this Colony by the Emergency Powers (Colonial Defence) Orders in Council, 1939 and 1940, dated 1st July,
