PROCLAMATION.

By His Excellency Sir GEOFFRY ALEXANDER STAFFORD NORTHCOTE, Knight Commander of the Most Distinguished Order of Saint Michael and Saint George, the Governor and Commander-in-Chief of the Colony of Hong Kong and its Dependencies and Vice-Admiral of the same.

WHEREAS by the second section of the Commissioners Powers Ordinance, 1886, it is enacted that the Governor in Council shall have power to nominate and appoint Commis- sioners under the Public Seal for the purpose of instituting, making and conducting any inquiry that may be deemed advisable and for reporting thereon:

AND WHEREAS I with the advice and consent of the Executive Council have deemed it advisable that a Commis- sion be appointed

A. to inquire into and report upon

(1) matters disclosed at a recent departmental inves- tigation into charges against a Government officer (since dismissed) concerning the payment of a cheque for $500.00 for work done for the Government of this Colony and coming under the supervision of the architectural branch of the Air Raid Precautions Department, and

(2) the practice and manner of the preparation and the presentation of contractors' accounts for such work and of their certification by Government officers, and

(3) in particular, as to whether gifts in cash have been received by any Government officer from contractors engaged on constructional work supervised by the architectural branch of the Air Raid Precautions Department.

B. to receive oral and written evidence upon the fore- going matters and to conduct the examination of witnesses either in public or in private as the commissioners may deem fit:

C. to make such relevant recommendation as may com- mend themselves to the commissioners.

Now I with the advice and consent of the Executive Council hereby nominate and appoint:

Mr. JUSTICE P. E. F. CRESSALL,

L. C. F. BELLAMY, Esq.,

S. HAMPDEN Ross, Esq.,

to be Commissioners for the purpose of instituting, making and conducting such inquiry.

AND I do also appoint the said Mr. Justice P. E. F. Cressall to be Chairman of the said Commissioners.

AND I do also appoint K. M. A. Barnett, Esq., to be Secretary to the said Commissioners.

AND I do further with the advice and consent of the Executive Council order and direct that the said Commis- sioners shall have all the powers, rights and privileges set out in the third section of the Commissioners Powers Ordinance, 1886.
