2. The state referred to in paragraph 1 is the Republic of China (except Manchuria).

3. (1) The Governor hereby grants permission to bankers-

(a) to honour their obligations under confirmed credits opened prior to July 30th, 1941, on account of the state or any person or body corporate referred to in paragraph 1 (a) or 1 (b) hereof;

(b) to accept bills or drafts and to pay cheques, bills or drafts drawn by or for the state or any person or body corporate referred to in paragraph 1 (a) or 1 (b) hereof and presented by or on behalf of any person who being in posses- sion thereof became a holder for value thereof before July 30th, 1941;

(c) to carry out orders received before July 30th, 1941, for making any payment or transfer of gold or securities;

(d) to make in the sterling area any payment authorized by the Government of the Republic of China.

(2) The Governor hereby grants permission to bankers. and others to make and to accept any payment in this Colony to or from persons in this Colony.

(3) Nothing in the foregoing authorizes any transaction prohibited by or under any enactment relating to trading with the enemy or any order made thereunder and by or under any other regulation.
