Order.
In exercise of the powers delegated to me under regulation 50 of the Defence Regulations, 1940, I, FREDERICK CHARLES BARRY, Rice Controller, with the consent of His Excellency the Governor, hereby order-
1. On and after 16th June, 1941, no person shall deal in rice wholesale without the written permission of the Rice Controller.
2. Every person who at midnight on 15th June, 1941, has possession, custody or control of more than 20 piculs of rice for the purpose of sale shall, before noon on 18th June, 1941, deliver to the Rice Controller a return in the form in the schedule of the particulars there specified.
3. Returns shall be signed by the person required to make them and shall bear his "chop".
4. Returns may be delivered by post to the Rice Con- troller, 2nd floor, Exchange Building, Hong Kong.
5. The Rice Controller may dispense with any return or allow delivery of any return to be postponed.
6. Every person carrying on or employed in connexion. with the business of buying and selling rice shall, on demand by a person authorized in writing by the Rice Controller, produce to that person any books, accounts or other docu- ments relating to that business.
7. For the purposes of this order any person authorized in writing in that behalf by the Rice Controller may enter and inspect any premises in which the business of buying and selling rice is carried on or any premises used in connexion with any such business or any premises which he may have reasonable grounds for suspecting to be used for the purposes of any such business or for storing rice in respect of which this order has been contravened.
8.(1) In this order " person "includes a firm and, in relation to a firm required to make a return under this order, means the managing partner of that firm.
(2) For the purposes of this order a person who has possession, custody or control of any rice shall be deemed to have had the same for the purpose of sale unless he proves affirmatively that the rice was reasonably necessary for use in his household, trade or employment, except the trade or employment of buying and selling rice.
