(3) In this regulation "master includes every person (except a pilot) having command or charge of a ship.
7. No person shall obstruct any ship's guard acting in the course of his duty as such or exercising any powers or performing any duties conferred or imposed on him by or under any of these regulations or otherwise discharging any lawful function in connexion with defence or the securing of the public safety.
8. No person shall board or leave any ship unless he is in possession of a valid pass in that behalf issued—
(a) in respect of members of the crew, by the master of the ship;
(b) in respect of persons, other than members of the ship's crew, employed on or about the ship, by the ship's agents;
(c) in respect of public officers on duty, by the Director of Medical Services, the Superintendent of Imports and Exports or the Immigration Officer;
(d) in respect of passengers, by the ship's agents or by or on behalf of the Immigration Officer;
(c) in respect of any other person, by the Commodore, the Harbour Master or the Commissioner of Police.
9. The provisions of the Defence Regulations, 1940, and any regulations amending or substituted for the same for the time being in force shall apply for the purposes of the enforcement of these regulations and otherwise in relation thereto as if any reference in those regulations included a reference to these regulations.
