4. Arrangements shall be made to finance these mea- sures from surplus Government funds, the balance to be made up from moneys advanced by the Hong Kong & Shanghai Banking Corporation.
5. These measures shall be put into force on 1st June, 1941.

On Council resuming, the Attorney General reported that the Bill had passed through Committee with immaterial amendment, and moved that it be read a third time.
