No. 244.-It is hereby notified under the Defence (Finance) Regulations, 1940,

that the following bank, having ceased to transact exchange business in the Colony, has

been removed from the register of Chinese banks registered under Regulation 1 (1) (b) as permitted to sell Chinese currency and to remit money to China :-

In exercise of the powers conferred on him by the Emergency Powers (Colonial Defence) Order in Council, 1939, and the Emergency Powers (Colonial Defence) (Amend- ment) Order in Council, 1940, and all other powers enabling him in that behalf, His Excellency the Officer Administering the Government makes the following regulation which shall be inserted in and shall form part of the Defence Regula- tions, 1940, published as Government Notification 709 in the Gazette Extraordinary of 25th June, 1940, as subsequently amended-

31A.(1) If it appears to the Governor to be necessary or expedient so to do, he may by order declare any area in this Colony to be a defence area, and thereupon-

(a) it shall be the duty of every person in that area to comply with any orders or directions (including any orders. or directions as to the removal of persons or property out of the area) issued or given by or on behalf of the Chief Security Officer for the purpose of meeting or hindering any actual or apprehended attack by an enemy or of protecting persons and property from the damage involved in any such attack; and

(b) the Chief Security Officer may issue orders or give directions regulating or prohibiting the entry of persons, vehicles or animals into that area:

Provided that in exercising any powers conferred on him under this regulation the Chief Security Officer shall be subject to the control and direction of the Governor.

(2) Subject to any directions given by the Governor, the Chief Security Officer may, to such extent and subject to such restrictions as he thinks proper, delegate all or any of the functions conferred on him under this regulation to any specified persons or class of persons.
