requirements of the Merchant Shipping (Life-Saving Appliances) Regulations, 1935, lamps situated in way of the exits of all main passenger spaces and life-jacket lockers are to be arranged so that their illumination can also be effected by such independent installation.

(b) In the case of ships exempted from the requirement of the independent installation referred to in sub-paragraph (3) (a), the position of the lighting machinery is to be as high in the ship as practicable. All electric lamps at exits of unberthed passenger accommodation and those in way of the life-jacket lockers are to be controlled solely from the main switchboard. In addition an approved alternative means of lighting (e.g. batteries or oil) is to be provided at these positions.

(c) In order to ensure easy indentification of the points included in the safety lighting system, lamp fittings such as glass retaining rings should be painted a distinguishing colour (e.g. red) or some other approved means adopted.

(4) The expression "gross passenger area" used in sub- paragraph (1)(a) and (2) (a) is to be regarded as the entire area of the compartment or space in question at the deck level, except such area as is excluded by permanent close bulkheads extending from deck to deck.

14. SHEATHING STEEL DECKS.--(Addition to paragraph 4).

At the end of sub-paragraph (6) add the words: "except in cases where the intended voyages lie wholly within the tropics i.e., between latitude 23° 28′ North and 23° 28′ South.""

15. WATERCLOSETS, ETC.-(1)(a) In addition to the privy accommodation for the berthed passengers and crew, a sufficient number of permanent waterclosets is to be provided for the use of unberthed passengers.

(b) Properly constructed houses at least 6 feet in clear height, or other approved equivalent arrangements, are to be fitted in order to protect effectively the closet accom- modation from the weather and sea. The waterclosets are to be arranged with a view to preventing, as far as possible, effluvia penetrating passenger spaces. The doorways should not be visible from berthed passenger accommodation if this can be avoided.

(c) Waterclosets are to be distributed having regard to the position of the unberthed passenger spaces. They are not to be situated in between decks or in enclosed superstructures but on a weather deck. The Principal Surveyor of Ships will, however, be prepared to consider proposals to place waterclosets in superstructures having large permanent openings in the ship's sides.

(2) The number of waterclosets required is to be not less than two for each 100 unberthed passengers or part thereof which the ship is to be certified to carry and the surveyor should strongly recommend the fitting of urinals in addition to the waterclosets.

Where closets of the trough type are fitted, an allowance of 22 inches per seat is to be made.
