(2) Stairways must be distributed in such a manner as to ensure ease of exit to the weather deck for all occupants of the various spaces. If the surveyor is doubtful as to the efficiency of the arrangements the case should be referred to the Principal Surveyor of Ships for instructions.

(3) Separate stairways are to be provided for each passenger compartment or space, and in no case may the only means of communication with any such compartment or space consist of openings in bulkheads which form part of the sub- division arrangements of the ship unless these openings are trunked watertight to the bulkhead deek and are otherwise approved by the Principal Surveyor of Ships.

(4) The aggregate width of the stairways from each pas- senger space is to be not less than one inch for every four persons accommodated therein. Provided that where stair- ways afford access to the weather deck for passengers accom- modated in two spaces, one above the other, the stairways from the upper space to the weather deck are to have an aggregate width of at least one inch for every four persons in the space which accommodates the larger number with the addition thereto of one inch for every five persons in the remaining space.

Arrangements by which access to the weather deck is by stairways leading into spaces not intended for unberthed pas- sengers are not to be accepted unless full particulars with plans of the proposed arrangement have been submitted and approv- ed by the Principal Surveyor of Ships. Such stairways can in no case be accepted if fitted with doors having locking arrangements outside the unberthed passenger compartments.
