If the surveyor is in any doubt as to the adequacy or the efficiency of the arrangements made in any particular case, he is to report the matter, in writing, to the Principal Surveyor of Ships.
8. NUMBER OF PASSENGERS. (1) Foreign-going steam- ships carrying more than 12 passengers are, for the purposes of the passenger certificate, to be assessed in the following
manner :-
(a) Saloon, First, Second or Third Class :-Subject to the provision of adequate means of ingress and egress, the number of properly constructed fixed berths and full length (6 feet) sofas determines the number of passengers to be allowed if sufficient light and ventilation and a reasonable amount of floor space are provided.
(b) If small berths for children between one and twelve years of age are fitted, they may be counted if an owner desires it, on condition that the space allocated for the use of these passengers is at least 36 clear superficial feet for every two children allowed, and the berths are at least of the following dimensions:-
For children between one and three years of age, 3 ft, 6 ins. by 1 ft. 4 ins.
For children between three and eight years of age, 4 ft. 6 ins. by 1 ft. 6 ins.
For children between eight and twelve years of age, 5 ft. 3 ins. by 1 ft. 8 ins.
In every case the surveyor must be satisfied that there is no danger of a child being thrown out of a berth by the motion of the ship, and the declaration must indicate the number of adults and children which the ship is fit to carry.
(c) Exercise space is to be set apart on the weather decks for the use of berthed passengers as follows:-
For each saloon or first class passenger, 36 square feet and for each second or third class passenger, 24 square feet. These spaces are not to be included in the area available for unberthed passengers.

(d) Deckhouses are not to be approved for the carriage passengers unless they form part of the permanent structure of the ship.

(i) TRADES OTHER THAN THE PILGRIM TRADE.

9. GENERAL.-(a) The accommodation for berthed passengers is to be in accordance with the instructions given in paragraphs 1 to 8.
*Simla Special Trades" relate to trades involving the carriage of pilgrims or other unberthed passengers within the area to which the Simla Rules apply.
