ORDINANCE No. 10 of 1899. (MERCHANT SHIPPING).

In exercise of the powers conferred by Section 10(6) of the Merchant Shipping Ordinance, 1899, and of all other powers thereunto him enabling, the Governor in Council issues the following Instructions to Government surveyors as to the survey of passenger accommodation.

These Instructions shall apply to all new ships as defined in Regulation 2 of the Merchant Shipping (Life-Saving Appliances) Regulations, 1935, engaged in the carriage of unberthed passengers within the area to which the Simla Rules apply.

In the case of existing ships engaged in the carriage of unberthed passengers which do not comply with these Instructions such improvements as are practicable and reasonable shall be effected.

The Instructions contained in Section 1 (paragraphs 1 to 8) also apply to passenger ships which do not carry unberthed passengers.

Section 1.

ACCOMMODATION FOR BERTHED PASSENGERS.

1. ELECTRIC INSTALLATION, ETC.-The surveyors are to pay special attention to the arrangement and insulation of the electric wiring and must report any case in which they have reason to think there may be a risk of fire through imperfect or insufficient insulation, or from insufficient protection of the wires from injury.

Apart from the provision, where necessary, of a self- contained source of power above the bulkhead deck, surveyors are to recommend strongly that the position of the dynamos which supply current for lighting, etc. should be as high as reasonably possible in the ship.

2. LAMP ROOMS.-No lamp-room, or room used for trimming and lighting lamps or for storing inflammable oils. in any quantity, is to be situated in such proximity to the passenger accommodation as to open out or abut on а passage or space leading directly to such quarters.

In the case of a compartment where all the doors and adjoining bulkheads are of steel, or are made fireproof, such rooms need not be objected to if at the extremity of such compartment, and with the doorway opening to the weather deck. No ship is to be regarded as satisfactory in which the position or arrangement of the lamp-room is such as to con- stitute a danger either to passengers or crew.
