2. The area as shown on sale plan coloured blue shall be filled in to the level of the existing pier and protected by a seawall on the Western boundary to the satisfaction of the District Officer, North, within two years from the date of sale.
3. The area coloured blue shall be handed over to Government free of cost ou completion of the construction as required by Special Condition (2).
