No person (unless licensed under this Ordinance to retail intoxicat- ing liquors to be consumed on the premises) shall keep an eating house, coffee house, refreshment bar or saloon, restaurant, or other place, where meals or refresh- iments are supplied to persons not resident on the premises without a licence granted under this sec- tion."

the following new section :-

98. The provisions of Part I of this Ordinance shall not apply to any part of the New Territories other than New Kowloon.”

(4.) in sub-section (1) of section 46 thereof by the deletion of the figures "4" and "5" and by the substitution therefor of the figures "1" and "2" respectively.
