"Health Officer includes the Director of Medical and Health Sanitary Services, any medical officer appointed by the Officer. Governor as a Health Officer or Port Health Officer, and any officer for the time being performing the duties of a Health Officer or Port Health Officer.

includes :---
(a) any person arriving in the waters of the Colony as a deck, steerage or third class passenger on board a steamship or motor ship or as a passenger on board any other vessel with the intention of landing in the Colony;
(b) a third class passenger who enters the Colony by train.
