(3) No person shall drive a tricycle in the city of Victoria, south of Queen's Road, without permission in writing of the Inspector General of Police.
(4) A tricycle shall be provided with an efficient brake in good working order.
(5) A licence to drive a tricycle shall not be issued to any person under eighteen years of age.
4. The following regulation is inserted immediately after regulation 139-
139A. Commercial motor vehicles shall be classified as follows:-
(a) public commercial motor vehicles,
(b) private commercial motor vehicles.
The licence for a public commercial motor vehicle shall entitle the holder thereof to use the licensed vehicle for the carriage of goods for hire or reward, or for the carriage of goods for or in connection with the holder's business.
The licence for a private commerical motor vehicle shall entitle the holder thereof to use the licensed vehicle only for the carriage of goods for or in connection with any trade or business carried on by him.
