54. (2.) The fee for such licence shall be two hundred and fifty dollars per annum, or such other sum as the Legislative Council may by resolution from time to time direct, but no fee shall be charged for a licence granted to the Naval or Military Authorities for Naval or Military purposes.

(8.) No such licence shall be transferable without the consent of the Governor.
