His Excellency the Officer Administering the Government addressed the Council expressing regret that to-day's meeting was the last at which the Council would have the benefit of the attendance of His Excellency Lieutenant- General BORRETT and the Honourable Dr. KOTEWALL and paying high tribute to their services as Members of the Council.
Sir HENRY E. POLLOCK, Kt., K.C., and the Honourable Mr. Ts'o SEEN-WAN,
C.B.E., LL.D., also addressed the Council in the same sense.
