(2) Regulation 21 is rescinded and the following regula- tion is substituted therefor :-

21. (1) The provisions contained in paragraph (2) of this regulation shall not apply to the non-mainland areas of the New Territories, nor shall such provisions apply to any sporting dog when actually working under the charge of the holder of a game licence.

(2) No dog shall be allowed to go abroad in the public thoroughfares or elsewhere unless it is either muzzled or on the lead, and any dog found abroad in the public thorough- fares or elsewhere which is neither muzzled nor on the lead may be captured and detained, or may be shot or otherwise destroyed, by any police officer or by any person authorised by the Inspector General of Police: The owner of any dog so found shall be deemed to have allowed such dog to go abroad neither muzzled nor on the lead and to have contraven- ed the provisions of this regulation: The owner of any dog which bites any person, or any other dog, at a time when and place at which it is required by this regulation to be either muzzled or on the lead, shall be deemed to have allowed his dog to go abroad neither muzzled nor on the lead, and to have contravened this regulation notwithstanding any proof that the dog was wearing a muzzle, or was on a lead, at such time.

NOTES: The first amendment in effect extends the licensing of dogs to that part of the mainland portion of the New Territories which was excluded by the rescinded regulation 1.

The second amendment in effect extends the applica- tion of the provisions commonly known as the muzzling order to that part of the mainland portion of the New Ter- ritories which was excluded by the rescinded regulation 21, and exempts sporting dogs in the circumstances specified.

Earlier amendments of the principal regulations, other than the substitution of the Inspector General of Police for the Captain Superintendent of Police," appeared in G.N. 377 of 1930 (Gazette of 20th June, 1930) and G.N. 730 of 1981 (Gazette of 27th November, 1931) and affected former regulation 21 only.

At the present time no regulation is suspended: The principal regulations, as now amended, are all in force.
