No. 52. The following Finding of the Marine Court of Enquiry held on the 24th January, 1934, to enquire into the circumstances attending the collision between the Steamship Kwong Fook Cheung and the Army steam launch Tommy Atkins, is pub- lished for general information.

FINDING.

We find that the S.S. Kwong Fook Cheung Official No. 152106 of Hong Kong of which Mr. Reginald Elvidge Master's Certificate of Competency No. 4416 of Hong Kong was Master, left Hong Kong at about 6.30 p.m. on the evening of the 3rd January, 1934 on a voyage to Kong Mun. That at 7.10 p.m. whilst entering the Kap-si-Mun Pass sighted the Steam Launch Tommy Atkins on her port bow. She proceeded up the star- board side of the channel. At 7.12 p.m. she heard one short blast which she answered with one short blast and later these signals were repeated. At 7.15 p.m. while her engines were stopped she came into collision with the starboard side of the S.L. Tommy Atkins which subsequently sank.

We find that the S.L. Tommy Atkins on a voyage from Castle Peak to Hong Kong was attempting to enter the Kap-si-Mum Channel from the North and that the position given by her coxswain for first sighting the S.S. Kwong Fook Cheung and the collision are inaccurate and not to be relied on.

We find that the cause of the collision was that the S.L. Tommy Atkins was on the wrong side of the Channel and that no blame is attributable to the Master or Officers of the S.S. Kwong Fook Cheung.

Given under our hands at Victoria, in the Colony of Hong Kong, this 24th day of January, 1934.
