The Personnel on List II will include those Executive commissioned and warrant Officers, Cadets and Ratings who by reason of the distance from Hong Kong at which they reside will not be able to attend local drills. It will also include such other members of the Force as are not required for List I.

The Personnel of List II will be in every way an integral part of the H.K.N.V. and entirely under the orders of the Commanding Officer.
Executive Volunteers on List II will be limited to those who have already performed a considerable amount of training or sea service. Volunteers on List I may be allowed to transfer to List II subsequently, provided that they have performed a reasonable amount of training and if due to a change of residence or other circumstance they find difficulty in attending drills.
Volunteers on List II will be permitted and encouraged to attend for important ceremonial parades, lectures and other special occasions.
RANK AND COMMAND.
5.—(1) H.K.N.V. Officers take precedence after R.N., Precedence. R.N.R. and R.N.V.R. Officers rank for rank, irrespective of seniority.
(2) The Commander in Chief, China Station, may, subject to the approval of the Governor, grant Naval Command and authority to any Officer during the tenure of a particular appointment.
