MOTIONS.
6. The Colonial Treasurer addressed the Council and moved the following resolu-
tion:-
That this Council approves of the additional expenditure of $58,487.20 on
the Aberdeen Valley Water Scheme during the financial year 1932, which sum shall be met from a future loan and shall meanwhile be charged as an advance from the surplus balances of the Colony.
The Colonial Secretary seconded.
The Hon. Sir HENRY E. POLLOCK, Kt., K.C., and the Director of Public Works
addressed the Council.

7. Betting Duty Amendment Bill.- The Attorney General addressed the Council and moved the First reading of a Bill intituled An Ordinance to amend the Betting Duty Ordinance, 1931.”

8. Pontifical Foreign Missions Institute Incorporation Bill.-The Hon. Mr. R. H. KOTEWALL, C.M.G., LL.D. addressed the Council and moved the First reading of a Bill intituled "An Ordinance to provide for the incorporation of the Procurator in Hong Kong of the Pontifical Foreign Missions Institute." The Hon. Mr. Ts'o SEEN-WAN, O.B.F., LL D. seconded.
Question-put and agreed to.

9. Opium Amendment Bill. --The Attorney General moved the Second reading of the
Bill intituled "An Ordinance to amend the law relating to Opium."

On Council resuming, the Attorney General reported that the Bill had passed through Committee without amendment and moved that it be read a third time.
