Memorandun.
This Bill consolidates the laws relating to the New Territories. It effects certain amendments of which the following are the principal:-
1. The Local Communities Ordinance is repealed. This Ordinance is useless and was never actually put in force. The districts and sub- districts and local tribunals have never had any real existence. The one useful section of the Ordinance is retained as Section 12 of the
Bill.
2. Ordinance 7 of 1896 (Registration of Births, etc.) has been made to apply to the New Territories. This has been done as there seems no reason why births and deaths should not be registered and the law will be enforced very gradually.
