Rules made by the Governor-in-Conneil under Section 29 of the Railways Ordinance, 1909, (Ordinance No. 21 of 1909), this 8th day of December, 1910.
KOWLOON-CANTON RAILWAY. (BRITISH SECTION.)
For the purpose of Sections 28, 29 and 31 of the Railways Ordinance, No. 21 of 1907.
Accidents occurring on the Line are divided into the following classes
A.-Serious accidents such as:
:
(1.) Slips, breaches, fires or whatever is likely to stop or impede traffic. (2.) Collisions of trains, derailments and such like liable to cause stoppage of traffic, or extensive damage to Stock or Permanent Way and Works.
(3.) All cases of loss of life or serious bodily hurt which arise owing to
the actual working of the Railway within its Premises.
B.--Minor accidents such as:-
(1.) Damage to Way and Works unattended with loss of life and whenever
the cost of repairs to the same is slight.
(2.) Any failure in Way and Works or Rolling Stock of a trivial nature not likely to cause more than half an hour's delay to traffic.
(3.) Slight hurt to the Public or Railway Servants.
Whenever an accident under the above occurs it is the duty of the Railway Servants to give immediate notice to the nearest Station Master, Permanent Way anger or other res- ponsible individual who shall at once send a Telephone Message from the nearest Station to the Manager, Engineer of Way and Works, Traffic Superintendent, Loco Superintendent, Medical Officer and in case of loss of life to the District Officer, Taipo, if in the New Territo ries and Captain Superintendent of Police, Hongkong, as follows:-

On receiving the Message if the accident is serious, the Officer or Officers concerned shall at once proceed to the spot and shall first offer all possible relief and do all in their power to ensure the resumption of traffic; and shall then and there hold a preliminary enquiry and endeavour to fix responsibility for the accident. The result of the enquiry will then be forwarded duly signed by all participating together with an accident report in Form E. No. 3 to the Manager who shall then report to Government and order any such subsequent enquiry as he may think fit. In confirmation of the Telephone Message in all cases the Head of the Section concerned must send in a report on Form E. No. 3. As soon as responsibility is accepted by any Head of Section of the Railway the matter then rests between him and the Manager who shall pass such orders as the case requires and make recommendations to Government on the subject.
In case of accidents under Class "B", Messages must be sent at once to the Head of Section concerned by his subordinate giving copy to the Manager, Kowloon. The Head of Section shall as soon as possible send a confirmation in Form E. No. 3.
All reports will be filed under the two Main Heads according to the Section concerned.
