In order to prevent as far as possible young persons from being brought to the Colony for immoral purposes a new sub-section is added to section 18 of the Principal Ordin- ance under which it will be an offence to knowingly harbour a girl under eighteen years of age taken out of the possession and against the control of her father, mother or other person having the charge of her.

A BILL
ENTITLED
An Ordinance to provide for the Reservation of certain lands in Victoria, in the Peak District, and in Kowloon as Recreation Grounds, and to provide for Regulations as to the use thereof.
Be it enacted by the Governor of Hongkong, with the advice and consent of the Logislative Council thereof, as follows:-
1. This Ordinance may be cited as the Recreation Grounds Ordinance, 1909.

Blake Gardens", West End Park ", “Peak Gardens", and King's Park ", delineated and shown on plans marked respectively "Blake Gardens ", West End Park ", " Peak Gardens" and "King's Park “ signed by the Director of Public Works and countersigned by the Governor and deposited in the Land Office of this Colony shall be hence- forth reserved as open spaces and be appropriated for the purposes of public recreation: Provided that if at any Fime hereafter it shall appear to the Governor that it is necessary or desirable in the interest either of the Imperial Government or of the Government of this Colony, that such land or any portion thereof should be re-appropriated, it shall be lawful for the Governor to re-appropriate such land or any portion thereof and to use it or allow its use for other purposes,
(2.) Notice of such re-appropriation shall be forthwith published in the Gazette.
8.-(1.) The Governor-in-Commeil may from time to time make such regulations as he may deem expedient for the maintenance of good order in the said reservatious appropriated for the purpose of public recreation and for the preservation, management, use, and enjoyment thereof, and may thereby impose for the breach of any such regula- tions penalties not exceeding twenty-five dollars in each
case
(2.) Any such penalty may be recovered in a summary way before a Magistrate.
(3.) All such regulations when published in the Gazette shall have the force of law.
Memorandum.
The title of the Bill explains its purpose.
The open spaces mentioned in the Bill have been used for some
years as recreation grounds, and their being opened as such has been officially notified but there has been no legislative sanction to their being set apart for such purposes. The boundaries of the King's Park have only recently been determined, and the Park has hitherto heen officially described as a portion of the area of Crown Land in Kowloon proposed to be set aside in the King's Park.
The Bill confers power to make regulations for ensuring the better enjoyment of these recreation grounds,
