17. Every person who offends against or does not comply. 19.--(1.) 20. If any raw opium is found, on a search authorized Search for under this Ordinance, to have been imported contrary to the deficiency provisious of this Ordinance, or to be missing from the place of opium. in which it was stored on importation or from the place where, according to the permit, it ought to be found stored, the person in whose possession such raw opium so imported may be found, or in whose name such raw opium so missing has been so stored, shall, on summary conviction before a Magistrate, be liable to a penalty not exceeding five hundred dollars for every cliest of raw opium which is found to have been so imported or to be so missing.

21. If the Opium Farmer refuses or negle:ts, or without Penalty on sufficient cause unreasonably delays, to do any of the acts Opinn or things hereinbefore provided and required to be done by him, he shall, on summary conviction before a Magistrate, be liable to a penalty for each such offence not exceeding - five hundred dollars.
22. The half of all fines inflicted by a Police Magistrate Payment of for smuggling raw opium into the Colony shall, when the fines to arrest and conviction are due to action taken by the Opium Farmer.
Opium
Farmer or his Excise Officers, be paid to the Opium Farmer, and the raw opium so seized shall be forfeited by the Magistrate and be adjudged to the Opium Farmer.
