(7.) The holder of any such licence shall at the time of importation and also at the time of exportation of morphine or any compound of opium truly declare before the Super- intendent the places or ports of destination of such mor- phine or compound of opium and no licensee or other persou shall thereafter break bulk or otherwise gain access to such morphine or compound of opium prior to the exportation thereof. Any such licensee or other person violating the provisions of this sub-section shall be guilty of an offence against this Ordinance.

(8.) If the Superintendent is not satisfied that the shipment of morphine or compounds of opium is being made in accordance with the regulations of the place or port of destination he shall refuse to allow the export thereof.

(9.) This section shall not apply to morphine or com- pounds of opium in transit through the Colony under a through bill of lading without transhipment to the ultimate place or port of destination,

54. Every licensee under sections 51 and 53 of this on importa- Ordinance shall on the importation of morphine or any compound of opium truly declare before the Superintendent the amount of morphine or opium contained therein and any such licensee making a false declaration in this regard shall be guilty of an offence against this Ordinance.

55. In the case of all morphine and of any compounds of opium in transit through the Colony under a through bill of lading without transhipment to the ultimate place or port of destination,—

(4.) immediately upon the arrival of the ship conveying such morphine or compounds of opium, the mani- fest shall be produced by the Master of the ship to the Superintendent :

(4.) upon clearing such ship a declaration that such morphine or compounds of opium are still on board. shall be made by the Master of the ship before the Superintendent,

Any person producing a false manifest or making a false declaration under this section shall be guilty of an offence against this Ordinance.

56. TheGovernor-in-Council may at his discretion exempt any medicine containing morphine or opium or any com- pound of opium manufactured locally or imported from Europe, America, or any British Colony from the provi- sions of this Ordinance: the name and description of any medicine so exempted shall be published in The Gazette,

57. The Governor shall establish one or more bouded warehouses for the use of dealers in morphine and com- pounds of opium imported for exportation and not for use or sale in the Colony and all such morphine and compounds of opium shall be stored in such warehouse or warehouses.

58. The Governor-in-C'ouncil may from time to time make, vary and rescind regulations with regard to the storage and removal of morphine and compounds of opium in and from such warehouses, to the payment of charges for storage therein and to such other purposes as the Governor-in- Council may deem desirable and such regulations when published in The Gazette shall have the force of law.

Excise Officers.

59.-(1.) The Governor may from time to time appoint, in the Form No. 1 in Schedule B to this Ordinance, such agents or servants of the Opium Farmer or other persons as may be approved of by him to act as Excise Officers under this Ordinance.

(2.) Any such appointment may at any time be re voked by the Governor.
