49. All occupation crossings shall be used subject to such Rules as the Governor-in-Council may make in that behalf: all such Rules shall be published in the Gazette. The following provisions are subject to be modified by such Rules as aforesaid. The gates of occupation crossings are not to close across the railway and are to be kept locked
