Importation, possession, and export of opium.
"Divan Keeper" means and includes the
occupier or person having the use temporarily of any Opium Divan, or any person having or appearing to have the care or management of such place and also any person who acts in any manner assisting in conducting the business of any such place or keeping watch in or about the same.

Halan' means the residuum produced by
smoking dross opium.
3. Section 9 of the Principal Ordinance is hereby amended
(a.) by the repeal of sub-sections (1) and (2) and the substitution therefor of the following sub-sections :--
(1.) It shall be lawful for the Opium Farmer, subject on each occasion to the consent of the Superintendent of Imports and Exports signified in writing ander his hand having been previously obtained, to bring into the Colony prepared opium, dross, dross opium or halan. No person except the Opium Farmer acting with such consent as aforesaid shall bring into the Colony any prepared opium, dross, dross opium or halan. (2.) No person, except the Opium Farmer, his licensees, and persons duly authorized by him in writing, shall have in his possession within the Colony any prepared opium, not being dross opium, without having a valid certificate under section 11.
(3.) No person shall have in his possession within the Colony any dross opium without the knowledge and consent of the Dross Farmer."
(b.) by re-numbering sub-section (3) as sub-
section (4).
(c) by the addition of the following sub-
section:-
"(5.) No person shall export any prepared opium or dross opium from the Colony to any country or place to which it is lawful to export the same except he shall first obtain the per- mission in writing of the Superintendent of Imports and Exports, who may require such particulars of destination, mode of despatch or otherwise as he may deem necessary.”
Repeal and 4. Sub-section (3) of section 10 of the Principal re-enactment Ordinance is hereby repealed and the following sub- of section 10 section substituted therefor:

of section 12a
(1) of the Principal Ordinance. Exemption
from Ordin- ance of mor- phine or compounds of opium in transit under through bill
of lading.
“(3.) No person except the Opium Farmer or any person duly licensed, under this Ordin- ance, to deal in or prepare dross opium shall deal in or prepare any dross õpium.”
5. Section 11 of the Principal Ordinance is hereby amended by the addition of the following sub-
section :----
"(6.) No person shall sell any prepared opium or dross opium to any female or to any person being under sixteen years of age
6. Sub-section (1) of section 12a of the Principal Or- dinance is hereby amended by inserting the words under a through bill of lading to the ultimate place or port of destination after the word “transit" at the end thereof.
