18. Section 12 of this Ordinance repeals section 20 of the principal Ordinanec. Sub-section (1) of that section seems unnecessary. Section 12 of the principal Ordinance lays down the requirements for registration, and it must be understood that persons who do not fulfil those require- ments are not entitled to be registered. Sub-sections (2) and (3) formed a temporary provision introduced by Ordinance No. 2 of 1923 with the object of giving power to remove from the register certain persons whose qualifi- cations would not be recognised by the General Medical Council of the United Kingdom and who had not practised in Hong Kong for a number of years. Under the original Ordinance of 1884 persons could be registered whose qualifications would not be recognised by the General Medical Commeil. The amending Ordinance of 1914 adopted the principle of accepting only such persons as would be accepted by the General Medical Council, and it therefore seemed not unreasonable to clear the register of the class of persons referred to above. It will be noticed that it bad to be proved that the person proposed to be struck off had not practised in the Colony for five years. It seems unnecessary to retain this temporary provision.

INTITULED

An Ordinance to provide for the registration

and regulation of watchmen.

BE it enacted by the Governor of Hong Kong, with the advice and consent of the Legislative Council thereof, as follows :--

1. This Ordinance may be cited as the Watchmen Ordinance, 1927.

2.-(1) In this Ordinance,

"

(a) "Casual watchman meaus a watchmau en-

gagel at a daily rate.

(b) Employer' means a person who employs a

watchman.

(d)

(e) Ship's guard means a person employed on any vessel as a watchman, other than a casual watchman.

"Watchman includes every person who is employed ashore or afloat to protect any pro- perty or to prevent crime or to maintain order in any place, and also every person who is employed as a head watchman to supervise other watchmen.

(e) "Watchmen's Register" means the register of watchmen kept by the Captain Superinten- dent of Police.

(2) Any power or discretion conferred by or under this Ordinance upon the Captain Superintendent of Police may be exercised by any Deputy Superintendent or Assistant Superintendent of Police,
