FACTORY (ACCIDENTS) BILL.-The Attorney General moved the Second reading of the Bill intituled An Ordinance to provide against accidents in factories.

The Colonial Secretary seconded.

Question-put and agreed to.

Council in Committee on the Bill.

Mr. BERNARD, the Attorney General, His Excellency the Governor, Mr. BIRD and Mr. LANG addressed the Council.

On Council resuming, the Attorney General reported that the Bill had passed- through Committee without amendment and moved that it be read a third time.

The Colonial Secretary seconded.

Question-put and agreed to.

UNIVERSITY AMENDMENT BILL.-The Attorney General addressed the Council and moved the First reading of a Bill intituled An Ordinance to amend the University Ordi- nance, 1911.*

Question-put and agreed to.

BASEL EVANGELICAL MISSIONARY SOCIETY INCORPORATION BILL.The Attorney General addressed the Council and moved the First reading of a Bill intituled An Ordi- nauce to provide for the incorporation of the President in Hong Kong of the Basel Evangelical Missionary Society.

The Colonial Secretary seconded. Question-put and agreed to.

Bill read a first time.

RETIRING MEMBERS.-His Excellency the Governor addressed the Council expressing regret. at the impending retirement of Mr. ARCHIBALD ORR LANG and Mr. HERBERT WILLIAM BIRD on leaving the Colony and paying high tribute to their services as meni- bers of the Council.

Sir HENRY EDWARD POLLOCK and Sir SnouSON CHOW also addressed the Council in the same sense.

Mr. ARCHIBALD ORR LANG and Mr. HERBERT WILLIAM BIRD replied.

ADJOURNMENT.—The Council then adjourned sine die. ·
