HONG KONG: HANDLING OF GOVERNOR'S PROPOSALS ON

CONSTITUTIONAL ARRANGEMENTS

1. I submit as requested in your minute of 3 August a

draft Private Secretary letter to Number 10 seeking the

Prime Minister's agreement that the Governor's proposals

should be cleared in correspdence rather than at a meeting

of OPD (K).

2.

Our proposed timetable is as follows. The Governor has

undertaken to send us his recommendations by the end of

August. I would submit a draft OPD (K) paper in time for the

Secretary of State's box on Friday 4 September. In the

light of the Secretary of State's comments, and any further

points arising from Mr Goodlad's talks in Hong Kong on 7 and

8 September, we would submit a revised version for approval and circulation by Friday 11 September. Ministerial endorsement of the Governor's proposals revised as necessary

would be needed by 21 or 22 September, so that we could

finalise briefing for the Secretary of State's bilateral
